Primary Accountabilities

The successful person in this position will excel at time management, organization, prioritization, documentation, and communication. They will be committed to timely completion of obligations and practice professional customer service skill with both internal and external customers. All Community Care staff are required to participate in and support Community Care’s strategic and quality plans, contributing toward the successful achievement of all performance targets.

Major Responsibilities
Health Information Technology

  • Serves as a subject matter expert on Health IT systems and reporting.
  • Understands, trains, and supports clinics in the utilization and optimization of their Electronic Health Record (EHR).
  • Understands, trains, and supports clinics with Health Information Management (HIM).
  • Understands, trains, and supports clinics with their data reporting to enhance their capacity to conduct data analytics.
  • Understands, trains, and supports clinics to interface Health IT systems.
  • Provides virtual and on-site training for clinics as needed to meet Community Care’s Mission and achieve performance objectives.
  • Manages, prioritizes, and integrates a multitude of internal and external data sources to support continuous quality improvement, population health management, and achievement of the quintuple aim.

Claims Management, including Reimbursement

  • Serves as subject matter expert on healthcare claims management, including but not limited to billing and reimbursement.
  • Establishes and maintains partnerships, including but not limited to the Medicaid agency, Kansas Department of Health and Environment (KDHE), Kansas Department on Aging and Disability Services (KDADS), state health professional licensing and certification entities, managed care organizations and other payers.
  • Remains current in Medicaid, Medicare, and other healthcare billing and reimbursement guidance and the impact on clinics.
  • Provides technical training, assistance, and problem-solving support to clinics as they experience payment, credentialing, enrollment, or other challenges with payers, state agencies, and state licensing and certification entities.
  • Serves as primary respondent for and maintains an issues tracking log reported by Community Care clinics about their challenges or questions with payers.
  • Provides individualized technical assistance on claims management practices that affect clinics’ operational and financial sustainability.
  • Identifies transformative activities that help clinics shift towards value-based care and reimbursement.
  • Maintains a working knowledge of Medicare and Medicaid payment policies, state licensing regulations, managed care arrangements, and the Kansas commercial health insurance environment.

Leadership and Facilitation within Practice Setting

  • Supports Community Care training, work groups, and grant activities focused on use of health IT and claims management and understands the implications for value-based reimbursement, alternative payment methods or other payment changes.
  • Leads and facilitates multidisciplinary meetings inclusive of clinical, programming, analytic, information services and provider staff as well as vendor staff.
  • Ensures meetings are planned and organized utilizing agendas and minutes.
  • Facilitates proactive communication and problem solving for efficient and effective progression toward the desired objective(s).
  • Delivers complete and comprehensive reports to meet deliverable timelines.
  • Represents Community Care in accordance with the Community Care code of conduct.
  • Performs additional duties as assigned.

Qualifications:

  • Associate degree or higher, preferably in Health Services or a related health or business field is required, or equivalent work experience and/or certification.
  • Minimum of two (2) years of work-related experience in Health IT and Kansas Medicaid is required. Additional experience in quality, data analytics, and other payers is preferred.
  • Ability to plan, prioritize and accomplish goals within established timelines.
  • Ability to balance various activities and deadlines.
  • Demonstrated interest in and commitment to improving health equity, social justice, and health care access for all, especially the underserved and uninsured.
  • Intermediate level of knowledge of Microsoft programs, including Word, Excel, PowerPoint, etc.
  • Ability to work effectively with multiple individuals and manage several projects and activities at once with minimal supervision.
  • Ability to promote a professional and positive appearance and work environment.
  • Ability to communicate complex and technical information in a clear and concise manner, both verbally and written.
  • Strong interpersonal, organizational, written, and verbal communication skills required.
  • Creative thinking and problem-solving skills; willingness to seek input regularly for process improvement.
  • Demonstrated poise, tact, and diplomacy with the ability to handle sensitive and confidential information and situations.
  • Sound clinical knowledge and familiarity with the Kansas safety net health care delivery system.
  • HIPAA Privacy and Security knowledge, quality improvement (QI) knowledge, application experience, and knowledge of state and federal programs that affect healthcare providers.
  • Working knowledge of statistics and ability to accurately prepare and effectively use descriptive statistics.
  • Familiarity with process mapping, clinical process improvement, and workflow analysis tools.
  • Excellent computer skills and willingness to learn additional software applications.

Physical Demands:

  • Regularly maintain stationary position with regular need to relocate to attend meetings internally and externally.
  • Ability to read computer screens and operate computer peripherals for an extended period of time, or the ability to discern electronic information through reasonably available accommodations.
  • Regularly communicate with staff, members and stakeholders in writing, video conferencing and in-person meetings.
  • Ability to lift or have the ability to utilize reasonably available resources to maneuver, up to fifty (50) pounds.
  • Regularly required to speak and hear, sit, stand, bend, stoop, kneel and walk.
  • Ability to travel as needed within the State of Kansas and nationally.

Work Environment:

  • Professional and deadline-oriented environment in an office setting with regulated temperatures and moderate noise level.
